Job Summary

Hazardous Materials

Manages the hazardous chemical and infectious waste disposal programs by developing system-wide procedures, guidelines and contingency planning. Ensures that environmental compliance requirements are followed and coordinated with other safety programs. Supports other environmental programs such as air and water quality.

Air and Water Quality

Manages the Air and Water Quality Programs by developing system-wide procedures and guidelines. Serves as the University technical expert on air and water quality. Supports other environmental programs such as hazardous materials and waste management.

Qualifications

Hazardous Materials

Bachelor’s degree in Chemistry or a related scientific discipline plus three to five years experience in environmental compliance, hazardous waste or equivalency required. Demonstrated human relations and effective communication skills are also required.

Within three months of hire date the incumbent must complete the following: pass a medical examination and be cleared to wear negative and positive pressure respirators and personal protective equipment; and complete an OSHA 24-hour Emergency Responder training course.

Air and Water Quality

Bachelor’s degree in engineering, chemistry, or a related scientific discipline and three to five years experience in air quality compliance, water quality compliance or equivalency required. Demonstrated human relations and effective communication skills also required.

Incumbent must pass a medical examination and be cleared to wear negative and positive pressure respirators and personal protective equipment within three months of hire date.

Essential Functions

  1. Consults and trains specific areas on waste identification, reduction and environmental compliance concerns.
  2. Assists with packaging and bulking of chemical and infectious waste in preparation for transport and disposal, including laboratory clean-outs. Procures approval for ultimate disposal at treatment, storage and disposal facilities.
  3. Makes the final determination for declaring hazardous material a waste after extractions from researchers.
  4. Independently evaluates air and water quality on campus to determine compliance with University, state and federal regulations prior to final approval of equipment installation.
  5. Maintains the University Title V Operating Permit, including the inventory of air emissions sources. Prepares and submits air permit applications for new and modified University air pollution sources.  Serves as a primary contact to regulatory and granting agency enforcement personnel.
  6. Designs, develops, and provides training on Title V and Storm Water Pollution Prevention compliance. Designs and distributes educational materials.
  7. Evaluates hazards and determines appropriate level of response to emergency situations. Provides emergency response training as well as training that encourage safe practices.
  8. Develops and maintains databases for the hazardous waste program. Analyzes information to identify areas for quality improvement and cost savings.
  9. Prepares various regulatory compliance reports and hazardous waste manifests according to regulatory and granting agencies. Maintains appropriate records.
  10. Maintains the Environmental Health and Safety Waste Packaging Facility. Monitors and troubleshoots the HVAC system in coordination with campus facilities management.
  11. Develops and negotiates service contract agreements with hazardous material transport and disposal companies.
  12. Reconciles monthly costs from the contracts and provides analysis to identity cost centers and prepares reports for strategic planning purposes.
  13. Hires, trains and supervises other personnel.
  14. Researches and keeps current with environmental compliance laws and regulatory impacts.
  15. Facilitates cooperative and collaborative relationships with the community and other institutions.
  16. Responds to and assists with mitigation of emergencies and spills; may coordinate the efforts of several response personnel.

Problem Solving

Incumbents must be diplomatic when communicating with regulators, faculty and staff regarding waste disposal regulations and requirements. Incumbents must act decisively when responding to emergency situations.

Comments

The work environment involves regular exposure to hazardous and potentially hazardous wastes and materials, which requires following basic safety precautions and wearing appropriate protective gear.

Incumbents may be required to work extended hours and provide on-call coverage. Some travel is required.
