Job Summary

Supervises the operation and maintenance of the High Temperature Water Plant, which provides heating and high temperature water for human comfort and scientific experimental needs. Insures that proper procedures are followed by operators and mechanics.

Qualifications

Eight years previous experience in High Temperature Water operations and generation to include boiler operations, water treatment, millwrighting, pneumatic controls, and technical instrumentation, or equivalency (one year of education can be substituted for two years of related work experience) required. Demonstrated oral and written communications skills; previous supervisory and management skills; and demonstrated customer services skills also required.

Essential Functions

1. Oversees the scheduling of immediate and future mechanical repairs and maintenance to the HTW Plant and HTW System.
2. Develops and maintains annual budget for the HTW Plant by reviewing expenditures and projecting future costs for equipment, parts, and fuel.
3. Schedules fuel deliveries and storage capacities for stoker coal and natural gas that are used to operate the generators.
4. Oversees the control of the high temperature water flow through the campus system and converters, in order to produce steam, domestic hot water, space heat, and chiller hot water.
5. Orders replacement and repair parts, working with the Materials Shop on receiving the parts needed, to repair or replace HTW pumps, compressors, motors, pipe fittings, control equipment, chemicals for water treatment, etc.
6. Oversees the HTW Plant by hiring, training, firing and making salary recommendations, performing performance appraisals, and making work assignments to the plant personnel.
7. Manages the temperature controls for the operation of hundreds of heating and cooling converters and their auxiliary equipment through out the University campus.
8. Reviews plans for remodeling, new construction and heating and cooling requests to assure that specifications are adequate for the use attended.
9. Acts as liaison with engineers, general contractors and subcontractors, and other campus department heads on construction of HTW system lines and the associated auxiliary equipment needs, and any remodeling problems involving the HTW system.
10. Ensures effective fuel utilization by establishing procedures for the High Temperature Water Plant operations.
11. Directs and supervises all water testing and chemical treatment procedures.
12. Establishes, directs, and maintains all training and safety programs relative to the mechanical systems maintained by the High Temperature Water Plant.
13. Ensures that all materials, supplies, tools, and equipment are in sufficient quantities.

Problem Solving

The incumbent is given authority to make expenditures from his/her authorized assigned budget within the guidelines of University policy. He/she also has the authority to hire, fire, train and make salary decisions on employees assigned to the HTW Plant and to prioritize and make work assignments.

Challenges encountered in this position may include maintaining a multi-million dollar, 24 hour a day, 7 day a week operation; and maintaining a safety conscious work area that is loaded with highly dangerous work.

Comments

The incumbent must maintain an up-to-date knowledge of the operating maintenance of individual trades areas such as welding, pipefitting, instrumentation, water treatment, operations, and general mechanics.
