Job Summary
Performs complex tax accounting compliance analysis. Meets critical payroll processing and external source deadlines. Responsible person on assigned departmental projects.
This position requires the ability to apply generally accepted accounting principles, tax compliance regulations and University policies and procedures to a variety of situations. The Tax Specialist must be able to interpret complex policies and effectively communicate the information in an easily understood manner. The Tax Specialist is required to provide analysis of each situation and use professional judgment in reaching a solution. The Tax Specialist is expected to recommend changes to accounting and processes based upon analysis performed and specialized knowledge. The Tax Specialist must meet all essential job functions and other duties as assigned.
Qualifications
Bachelor’s degree in Accounting, Finance, or a related field or equivalency (one year of education can be substituted for two years of related work experience), plus two years professional accounting experience. Also required are a thorough knowledge of established accounting principles and practices, knowledge of accounting software, advanced spreadsheet skills, the ability to write queries and macros and demonstrated analytical, problem solving, human relations and effective communication skills.
Knowledge of PeopleSoft or Access databases may be preferred in some areas.

Essential Functions
1. Interprets University policies and applicable external sources and facilitates communication and training to advise campus accordingly.
2. Interprets University policies and applicable external sources and recommends process improvements for best practices tax compliance.
3. Interviews international Student, Teacher/Researcher employees to determine tax status based on complex nonresident alien regulations.
4. Review and approve Accounts Payable Nonresident Alien payments to individuals and companies.
5. Meet critical payroll reporting and other deadlines with respect to nonresident alien payments.
6. Facilitate and manage tax reporting process of Forms 1099.
7. Interact with external agencies such as Internal Revenue Service with respect to assigned responsibilities.
8. Responsible person on other assigned departmental projects.
Problem Solving
The Tax Specialist applies accounting standards, state laws and regulations, and University policies and procedures to specific situations and interprets these regulations and principles for others.
The Tax Specialist has the authority to independently plan and prioritize projects and to conduct research and take the necessary corrective actions. The Tax Specialist has the authority to advise client departments on accounting issues.
