Job Title: Human Resources Liaison

Job Summary

Coordinates human resources activities between the Division of Human Resources and Department administration. Supervises support staff. Assists with the planning and management of the payroll budget.

Qualifications

Bachelor’s degree in Human Resources Management, Business, Communications or a related field that has an emphasis in human resources plus two years full-time human resources experience in a functional area such as recruitment, compensation or benefits or equivalency required. Ability to effectively address and resolve complex situations and demonstrated human relations and effective communication skills are also required.

This position has no responsibility for providing patient care.

Essential Functions

  1. Counsels supervisors, staff and faculty on human resources related issues and processes; ensures consistency throughout the department.
  2. Oversees the recruitment process for all staff, faculty and academic positions.
  3. Oversees department screening, interviewing and checking references for open positions; extends employment offers and works with Human Resources to negotiate wages.
  4. Develops and implements a department performance evaluation program; trains supervisors on performance evaluation process.
  5. Plans and implements a department orientation program for all new staff and faculty members.
  6. Assesses and reports areas of concern to administration; makes recommendations on the appropriate course of action.
  7. Assists with the disciplinary action process and counsels departments on appropriate procedures.
  8. Processes all change of employee status paperwork. Keeps records of all personnel transactions and oversees immigration service procedures for the department.
  9. Assists department administration with personnel budget requirements and implementation.
  10. May complete department specific salary surveys.
  11. May perform department exit interviews.

Problem Solving

In conjunction with the Division of Human Resources, the incumbent has the authority to advise department supervisors regarding employee hiring, training, disciplining and compensation. Incumbents also have the authority to develop and implement departmental policies and procedures that are consistent with Division of Human Resources and University policies.
