Job Summary

The Director of Campus Compliance and Accountability (DCCA) develops, implements, and maintains a focused compliance program for the University of Utah. Specifically, the DCCA is responsible for guiding institutional efforts to comply with established University policy and key governmental requirements including, without limitation, Title IX, the Campus Sex Crime Prevention Act, and the Clery Act, but excluding compliance matters pertaining to occupation health, health care, research, and athletics. The DCCA is expected to work collaboratively with other University compliance professionals to advance institutional compliance and performance. The DCCA oversees the performance of relevant compliance risk assessments designed to identify relevant areas of risk and to ensure thoughtful allocation of University resources. The DCCA is empowered to conduct both compliance and performance audits and reviews to assess not only legal compliance but to also identify best practices and opportunities for institutional improvement. The DCCA reports to the General Counsel of the University.

Qualifications

1. Minimum Education – Graduate degree or equivalency (one year of education can be substituted for two years of related work experience).

2. Minimum Experience – Five (5) years working in a compliance-oriented position or equivalency.

Preference is given to those applicants who have obtained a Juris Doctorate as well as applicants with compliance-related experience within the field of higher education or a substantially equivalent environment. A strong preference is given to candidates with demonstrated knowledge of key federal requirements, auditing processes, methods for identifying and disseminating information regarding best practices, and other aspects of compliance, including implementation and management of education programs and corrective action plans.

Essential Functions

1. Implement and monitor a compliance program for the University of Utah, focused on legal requirements and University policies that support the safety of the campus community, including, without limitation, Title IX, the Campus Sex Crime Prevention Act, and the Clery Act, but excluding compliance matters pertaining to occupation health, health care, research, and athletics.
2. Exercise independent judgment in evaluating potential compliance issues while ensuring effective communication with stakeholders and facilitating a cooperative, team-oriented approach to any identification and remediation efforts.
3. Develop policies and procedures designed to facilitate compliance efforts.
4. Lead compliance efforts with respect to legal developments and evolving agency guidance.
5. Develop and implement an education program designed to ensure appropriate University stakeholders receive valuable training and instruction with respect to compliance issues that pertain to the DCCA-managed compliance program.
6. Support and collaborate with University stakeholders on responses to government investigations and inquiries related to compliance issues that pertain to the DCCA-managed compliance program.
7. Initiate and direct, in cooperation with appropriate University personnel, internal investigations of possible compliance issues that pertain to the DCCA-managed compliance program.
8. Support and collaborate with University stakeholders to pursue corrective actions designed to address identified compliance and performance issues.
9. Develop a risk-assessment methodology to guide deployment of resources to assess compliance with requirements that pertain to the DCCA-managed compliance program.
10. Initiate and direct the conduct of compliance and performance audits designed to monitor and assess compliance with University policy and governmental requirements that pertain to the DCCA-managed compliance program and to identify and facilitate implementation of best practices.
11. Assist leadership in establishing methods to identify opportunities for process and performance improvement.
12. Report directly to senior leadership with regularity.
13. Maintain knowledge of government requirements relevant to the University.
14. Perform other duties as reasonably assigned.

Problem Solving

The DCCA is responsible for providing leadership to personnel supporting compliance efforts, outlining strategic planning, and setting institutional compliance goals. This individual must be competent at interfacing with all levels of employees throughout the University of Utah and be able to interact with external entities involved in review and enforcement of government requirements. The DCCA must have strong leadership, analytical, time management, and communication skills.
