Job Summary

University Regulations (policies, rules, guidelines, procedures) impact the entire University: main campus and health sciences, HR and Academic Senate, students and employees, and small units (e.g., programs) and large units (e.g., colleges). The University Policy Specialist (UPS) has a comprehensive understanding of the Regulations Library, including how multiple regulations interact in all of these contexts, as well as how the Regulations Library intersects with State and Federal laws and regulations. The UPS draws on this comprehensive understanding in order to ensure regulations are consistent and clear, equitable and inclusive; to advise policy owners/officers on proposals; and to coordinate the review process.

Qualifications

PhD, JD, other terminal degree, or commensurate experience. One year of education is equivalent to two years’ experience.

Essential Functions

Specific Responsibilities: Office for Faculty, Office of General Counsel, & University
o Advise sponsors of all new/revised regulations and shepherd through review process
o Advise University committees, Office for Faculty, Office for Academic Affairs (Health Sciences), Colleges, Departments, Centers, Institutes, and other offices (e.g., HR, Student Affairs) on regulation proposals and the review process
o Ensure regulations are consistent and adhere to State and Federal regulations
o Support units when state or federal changes require regulation adoption or revision
o Serve as ex officio, non-voting member of the Institutional Policy Committee (IPC)
o Supervise 1-3 staff members
o Other related tasks, as assigned

Specific Responsibilities: Academic Senate
o Serve as ex officio, non-voting Chair of Senate Faculty Review Standards Committee
o Advise colleges on charters, ensure charters are current, and facilitate approval process
o Advise Senate Presidency, Senate Executive Committee, and Academic Senate regarding new or revised regulation proposals and the review process
o Includes attending Senate Executive Committee and Academic Senate meetings when University Regulations are on the agenda, to provide advice, context, and background
o Advise Senate committees engaged in drafting or revising regulations
