Job Summary

Oversees and manages the activities of design and engineering professionals and contractors in the planning, programming, design and construction of projects for the University of Utah. Frequently consults with customers regarding project status and changes and assists in preparing recommendations and requests. Ensures that projects are progressing on schedule and within budget. Responsible for building projects from inception to completion, ensuring that projects are built to University and State standards, local and national building codes, and departmental requirements.

Qualifications

Bachelor’s degree in Architecture, Engineering, Construction Management, a related field, or equivalency (one year of education can be substituted for two years of related work experience); AND 10 or more years of related experience; Familiarity with State and national building codes and experience working on capital development project, and; Demonstrated human relation and effective written and verbal communication skills are required.

Current license with the State of Utah as an Architect or Engineer is preferred.

Essential Functions

1. Manages and coordinates the planning, design, and construction of capital facilities projects
2. Acts as a liaison between customers, departments, agencies, other organizations, professional service providers, and contractors
3. Coordinates with and/or supervises professional services consultants in the performance of contracted responsibilities
4. Instructs, guides, and counsels clients regarding the processes of project development, procurement of services, and all other aspects of project implementation
5. Assures that clients’ needs are addressed and plans are accomplished within the constraints of policies, procedures and business practices of the University and the State of Utah
6. Reviews construction proposals, contracts and plans, determines project requirements, oversees compliance with requirements, and recommends corrections of deficiencies and approves all changes
7. Negotiates contracts and proposals on behalf of the customer and the University
8. Monitors and manages project budgets and schedules to assure completion of critical tasks needed to meet client timing objectives.
9. Approves pay requests for consultants, vendors, and contractors for completed work
10. Compiles information for submission to the Board of Trustees, DFCM, and the State Building Board for review, approval, and funding
11. Assists with other department needs as requested.

Problem Solving

This position has the authority to make decisions that affect the scope of the project in all phases of planning, design, and construction within budget and funding constraints. This position represents the University in the programming and development of construction documents and makes decisions in the construction process that best represent the University’s interests.

Comments

Projects may occur anywhere the University has facilities, including locations outside of the main campus. Customers often include faculty, staff, department chairs, directors, deans, Vice Presidents, and other Administrators within the University of Utah. Incumbents must be able to demonstrate familiarity with programming, site planning, architectural design, interior design, and space planning, and have knowledge of HVAC, plumbing, and electrical systems.
