Job Summary

Directs and manages all functions pertaining to registration activities, policies, procedures, records maintenance, verification of student records, official transcripts, graduation, identification cards, microfilming and veterans affairs and appellate committees.

Qualifications

Bachelor's degree in Business Management, Education Administration, or a related area, or equivalency; seven years of progressively more responsible and related experience in a registrar's office at a large university that includes supervisory and budget experience; a working knowledge of automated student systems, including telephone registration and degree audit; and student services required.

Master's degree is preferred, as is a working knowledge of the University of Utah campus and catalog, student services offices, University Regulations and Policies and Procedures.

Essential Functions

  1. Provides direction and support to development of new, and enhancement of existing, computer systems used to perform the various functions within the registrar's office to ensure a responsive, efficient and reliable record system.
  2. Issues final interpretation of registration policies to ensure original intent is followed, rules are consistently applied and procedures are standardized.
  3. Administers departmental budget and reviews and approves proposed budgets of Associate Registrar areas, and approves capital expenditures.
  4. Informs the University Community of services provided by the Registrar's Office and changes to policy and procedure through the University Bulletin, General Catalog, Registrar's Update to VPs, Deans and Department Chairs, Student Handbook, etc. to ensure a well-informed constituency.
  5. Provides direction for inhouse training by overseeing the function that assesses and prioritizes department needs for training, and gives final approval to ensure staff perform at an acceptable level.
  6. Interprets University policies that affect the Registrar's Office by determining the intent of the policy and how it can best be put into practice, as well as how it is to be enforced, when applicable, to ensure equal treatment.
  7. Approves content and format of all published information, i.e. notices to students, quarterly class schedule, etc. to ensure a uniform style and the accuracy of the message.
  8. Serves on various university committees, such as Academic Standards and Evaluation Committee, Graduation Committee and the Registrar's Advisory Committee to provide expertise, as well as represent the interests of the Registrar's Office.

Problem Solving

The University Registrar has the authority to hire/fire; administer the department budget; interpret and direct the implementation of policies approved by the Academic Senate and other governing bodies; establish internal controls to account for money received; and make exceptions to policy in extenuating, or unusual circumstances.

Problems encountered by the incumbent include anticipating student and department needs, and taking the initiative to develop programs and systems, to fully address them. He/she must also resolve issues involving students who are angry because they have attempted established avenues of redress without satisfaction.

Comments

The Registrar is the custodian of the Master Academic Records System (MARS) and approves, or denies requests for user access to the data base. S/he also maintains records on current and former students. These records number in the hundreds of thousands.
