Job Summary
A Police Lieutenant manages the daily operations of the Department of Public Safety. This position is expected to plan, organize and direct operations for police services (patrol and investigations) and security services (campus and/or hospital). Under administrative guidance of the Police Captain or Chief, the Lieutenant performs administrative work for the Police Department; exercises direct supervision over sworn and non-sworn personnel; exercises discretion and independent judgment in the performance of their duties; and does other related work. In addition, this position may assume command of the department in the absence of the Chief of Police and Captain.
Qualifications
Bachelor's degree in a related field or equivalency (one year of education can be substituted for two years of related work experience) with recognized coursework in Police Science, Administration of Justice, or Public Administration and five years full-time experience as a sworn Category 1 Police officer, with at least two of those years in a Police Sergeant position. Successful completion of FEMA courses NIMS 700, ICS 100, ICS 200, ICS 300 is also required.
Qualified applicants must successfully complete a thorough background investigation, and must be willing to submit to a drug screening test

University experience is strongly preferred. Additional education in management/supervisory coursework is highly desirable.

Essential Functions
1. Plans, organizes, manages and reviews the work within a division.
2. Directs personnel to assure the proper performance of duties and adherence to established rules, regulations, policies and procedures.
3. Prepares required correspondence and reports, and to maintain records relating to department activities.
4. Coordinates emergency responses by the Public Safety Department to disasters and other emergency incidents on campus
5. Performs "incident Command" responsibilities and assists as needed in Emergency Operations Center (Campus or Hospital)
6. Conducts internal investigations and background investigations as assigned by the Chief of Police or Captain
7. Works closely with all University departments and University administration to ensure an effective working relationship
8. Works closely with other law enforcement agencies to further public safety or law enforcement interests
9. Participates in development of department goals, objectives and priorities
10. Participates in the administration of the department budget
11. Directs the supervision and performance evaluation of division staff and initiates recognition/disciplinary action where appropriate
12. Represents the department at a variety of public functions
13. Responsible for carrying out the mission of the department and promoting the department's core values
14. Oversees the department's commitment to staff development and cooperative management practices
15. Analyzes administrative and organizational problems and make appropriate recommendations
16. Responds quickly and effectively in difficult situations
17. Performs the duties of a police officer as needed
18. Performs other duties and assumes other responsibilities as apparent or delegated
